Project NCIS-4B Oxley Wharf Extension significantly upgraded the fuel service infrastructure at HMAS Stirling, Western Australia. The upgrades included extending the AVCAT, Quarantine, and OFI pipelines. The AVCAT system now seamlessly integrates with existing pipelines at Parkes and Diamantina Wharves, with new refuelling and defuelling points increasing operational efficiency. The Quarantine and OFI pipelines are also fully integrated, featuring advanced control valves and monitoring systems within the SCADA system. These enhancements ensure the facilities are fit for purpose and support the transition from ANZAC frigates to HCF, positioning HMAS Stirling to meet future naval demands effectively.

EIG Australia was contracted to carry out a major fuel facility upgrade for F44 aviation fuel (JP-5). This project involved upgrading all fuel pumps, fuel piping, and over-water wharf fuel coping points, in addition to the supply and installation of new tanks.
One of the most complex aspects of the project was the complete new installation of the electrical PLC/SCADA CITEC system. Our team of experts worked diligently to ensure that the new system was installed seamlessly, with minimal disruption to the existing system.
We also installed hundreds of meters of underground piping with cathodic protection to ensure that the entire fuel facility was operating safely and efficiently. The upgrade of high volume filter coalescers was another crucial component of the project that we executed with precision.
Throughout the project, we worked closely with the Australian Defence Force to ensure that all work was completed to their satisfaction. We conducted thorough testing and commissioning of the entire fuel facility to guarantee optimal performance.
Our team of specialists managed to complete the project within the specified timeframe and budget, despite the complexity of the work involved. We were proud to have provided the Australian Defence Force with a fuel facility that meets the highest safety and efficiency standards.

EIG delivered the mechanical construction along with the electrical design, and commissioning assurance of a major diesel filtration facility on Garden Island. This facility is capable of filtering 1200L/minute of Diesel fuel and was comprised of two high volume pre-filtration vessels, six high volume coalesces and filtration vessels.
Despite the perceived difficulties that the client foresaw EIG would encounter in delivering the complex and critically important project, EIG completed the project ahead of an already advanced schedule.

EIG completed the upgrade of the central emergency power station. This included the installation of a new back-up power station, with HV generators, fuel system, HV panels and control system. All systems were fully integrated into the active site.
EIG were engaged as integration specialists and were able to reduce client costs, allowing budget reallocation to complete further upgrades to systems in other areas. The additional funds allowed for HV cable upgrades as RAAF Pearce and an upgrade to the load bank and a new smart battery backup for the power station at RAAF Gingin.
EIG completed the high-risk work and minimised the impact on site operations, all whilst completing a planned stage cutover into an active site.

EIG were engaged to inspect, design and rectify electrical installations across multiple Australian Defence Force sites. This included detailed grade inspections of existing explosion protected equipment within hazardous areas, compilation of inspection reports and surveys noting any non-conformances.
EIG replaced multiple systems including hazardous compliant control systems, fire systems, distribution boards, lighting, power and earthing systems. Hazardous Area Verification Dossiers were then created for all hazardous areas.
Our specialist team were able to quickly adapt to all the individual requirements they were confronted with when working in such niche and high-risk environments.
Working closely together with the client, EIG Australia helped in achieving substantial cost-savings by adjusting both the types of hazardous substances being utilised and how they are stored. These changes resulted in greatly reduced outlay costs, future maintenance expenses, and most importantly the reduced size of the overall hazardous area footprint on the defence bases.

EIG designed and constructed a complete lubrication facility for the light vehicle workshop at Campbell Barracks. This consisted of the entire design and construction of the mechanical and electrical systems, including code 61 high pressure stainless steel piping for six lubricants and coolants. The hose reel racks were in groups of six on custom built racks in four locations.
EIG designed the custom lubrication dispensing and storage system to the client’s specifications, and installed the system within a sea container module, allowing the client to re-locate the facility to a new location if necessary.
